陳旌，男，漢族，1969年4月出生，經(jīng)濟(jì)學(xué)學(xué)士，在職管理學(xué)碩士，中共黨員。此前擔(dān)任湖南省人民政府副秘書長、省人民政府辦公廳黨組成員。
