近日，上海浦東新區(qū)三橋小學(xué)5個(gè)班級(jí)22名學(xué)生配備了23名專職教師一事引發(fā)熱議。

A primary school in Shanghai has drawn widespread attention after reports revealed it has just 22 students across five classes, but 23 full-time teachers.

據(jù)浦東新區(qū)教育局官網(wǎng)4月發(fā)布的《2025年浦東新區(qū)義務(wù)教育階段學(xué)校招生入學(xué)信息公示》顯示，浦東新區(qū)三橋小學(xué)目前辦學(xué)規(guī)模一欄中確實(shí)標(biāo)注：班級(jí)總數(shù)5個(gè)，學(xué)生總數(shù)22人，專職教師23人，師生比1.0。

另?yè)?jù)上海市浦東新區(qū)三橋小學(xué)微信公眾號(hào)4月8日發(fā)布的2025年招生告示顯示，2025年該校計(jì)劃招收一年級(jí)新生1個(gè)班。

According to a local official bulletin published in April, Sanqiao Primary School in Pudong New Area is listed as having five classes with 22 students, giving it a teacher–student ratio of nearly one-to-one. A notice on the school's official WeChat account also stated that only one new first-grade class will be admitted in 2025.

對(duì)于這一配置，有網(wǎng)友認(rèn)為，這是一對(duì)一輔導(dǎo)的“超豪華安排”，也有網(wǎng)友質(zhì)疑，這是教育資源的浪費(fèi)。

The figures quickly went viral, with some netizens describing the setup as a "luxurious one-on-one tutoring arrangement", while others criticized it as a waste of educational resources.

據(jù)縱覽新聞報(bào)道，8月27日下午，記者就此事聯(lián)系到上海市浦東新區(qū)教育招生考試中心，工作人員表示，每個(gè)學(xué)校都要按照劃分的招生（對(duì)口）地段來(lái)進(jìn)行招生。

對(duì)于上述小學(xué)學(xué)生人數(shù)僅22人的情況，該工作人員回復(fù)稱，“就是（該學(xué)校）實(shí)際地段里適齡入學(xué)的小朋友人數(shù)只有這么多。這個(gè)學(xué)校對(duì)口地段里應(yīng)該有好幾個(gè)小區(qū)都已經(jīng)動(dòng)遷了?！?/p>

記者詢問(wèn)該小學(xué)公示信息顯示的22名學(xué)生是否為全校總?cè)藬?shù)，工作人員回應(yīng)“應(yīng)該是的”，建議進(jìn)一步向?qū)W校確認(rèn)。

A staff member from the Pudong district government's student enrolment and examination center confirmed that the data about the school was accurate. Every school can only recruit students from their designated catchment areas, and for Sanqiao "the number of age-appropriate children in the actual catchment area is just this many", the staff member said.

The decline in student numbers has been particularly dramatic in Sanqiao's case because several residential communities in the school's catchment area were recently demolished and relocated, the staff member explained.

浦東新區(qū)三橋小學(xué)公開(kāi)電話接線人員稱，學(xué)校確有5個(gè)班級(jí)，但對(duì)于其他情況并不清楚，由于現(xiàn)在還沒(méi)開(kāi)學(xué)，學(xué)校老師還未上班。

推進(jìn)小班化教學(xué)是未來(lái)趨勢(shì)

21世紀(jì)研究院院長(zhǎng)熊丙奇認(rèn)為，根據(jù)媒體釋出的信息判斷，三橋小學(xué)學(xué)生人數(shù)這么少主要是因?yàn)檎猩鷮?duì)口地段多家小區(qū)動(dòng)遷所帶來(lái)的問(wèn)題，“目前這個(gè)階段，在上海出現(xiàn)這樣的學(xué)校，是個(gè)例?！?/p>

Education expert Xiong Bingqi, director of the 21st Century Education Research Institute, said Sanqiao's case is mainly the result of several residential communities in the school's catchment area recently undergoing relocation, which does not represent the overall situation in Shanghai.

對(duì)有不少網(wǎng)友所認(rèn)為的“老師比學(xué)生還多”的配置是在浪費(fèi)教育資源，應(yīng)該撤并這種小規(guī)模學(xué)校，熊丙奇認(rèn)為這種看法是錯(cuò)誤的。他表示，現(xiàn)在的小學(xué)需保證德智體美勞五育并舉，如果要維持1:10或者1:20的師生比，難道能只給孩子們配備一兩位老師嗎？難道要讓數(shù)學(xué)老師去教音樂(lè)課？這顯然是不合理的。

Xiong rejected the idea that "having more teachers than students" means wasting resources. With primary education now expected to balance moral, intellectual, physical, aesthetic, and labor education, it is unrealistic to expect one or two teachers to cover all subjects, he noted.

熊丙奇稱，未來(lái)不論在農(nóng)村還是城市，可能都會(huì)出現(xiàn)大量百人左右，甚至二三十人規(guī)模的學(xué)校，對(duì)于這些學(xué)校應(yīng)該盡量予以保留，這更有利于推動(dòng)建設(shè)教育強(qiáng)國(guó)以及生育型友好社會(huì)。他認(rèn)為，提高學(xué)校建設(shè)標(biāo)準(zhǔn)、推進(jìn)小班化教學(xué)，應(yīng)該是未來(lái)的趨勢(shì)。

Looking ahead, Xiong predicted that more small-scale schools with only a few dozen or around 100 students will emerge in both cities and rural areas. Improving school standards and promoting small-class teaching, he added, should be the way forward.
